We are the Administration Section

Our section oversees key functions such as human resource management, property and records administration, general services, and internal support systems. With the leadership of Ms. Dissi Jill A. Layos and the dedicated supervision of Joan B. Villanueva as Human Resources Head and Fritzie M. Ledesma as Procurement and Property Head, the Administration Section remains focused on strengthening its core services and enhancing organizational support.

We are committed to fostering a well-organized and responsive working environment that empowers technical units to perform their mandates effectively. Guided by NIA’s vision of becoming an advanced and innovative irrigation agency by 2030, the Administration Section continuously strives to uphold excellence, transparency, and integrity in public service—contributing to sustainable and competitive farming communities across Northern Mindanao.
